5 best immigration agencies in Malta that make settling in easy

  • Licensing and Certifications: I only worked with immigration agencies that hold a Community Malta Agency (CMA) License, as these are the only agents recognised by Maltese law.
  • Specialisations: I chose those specialising in the Malta Permanent Residence Programme (MPRP) and the Malta Global Residence Programme (GRP), as these are the typical citizenship programmes available to most clients.
  • Pricing Transparency: I picked immigration agencies that are transparent about their pricing from the initial consultation and didn’t surprise clients with hidden fees.
  • Reviews and Reputation: I analysed online and word-of-mouth recommendations from past clients, which gave me an idea of how each agency’s process works with different clientele.
  • Responsiveness: I selected immigration agencies that are responsive to clients' questions and provide ongoing updates on the process, which can help reassure wary clients.

Known as the Jewel of the Mediterranean, Malta is beloved for its sunny landscape and for the tax-related benefits its citizens receive. Due to these benefits, the application process can be lengthy.

This is where immigration agencies come into play. They handle all the necessary paperwork needed and make the process smooth—if you’re willing to pay the right price for their services, that is.

The good news is, I’ve personally talked to several expats to find the best immigration agencies in Malta. With their aid, I’m sure anyone can finally call themselves a Maltese.

How much does an immigration agency charge in Malta?

An immigration agency in Malta typically charges between €100,000 to €750,000 per citizenship application. This price can easily increase, as it doesn’t account for legal fees, property taxes, and visa applications.

Chetcuti Cauchi Advocates is best for businesses and private clients who want to establish themselves in Malta. They are easily accessible, as they are located in the capital, Valletta.

They were established in 2002 and help businesses through their legal, tax, and private business coverage. This is handy since it allows businesses to be established in Malta without the need for citizenship.

Being a law firm, they also have expertise in Maltese tax and property laws. These have been used reliably by foreign business owners to navigate the complexities of Maltese taxes.

Their services mainly cover residency and citizenship planning, with several reliable paths available. This includes the Malta European Resident Permit or the Malta Residence Programme.

All of this is led by their founding partner, Dr. Jean-Philippe Chetcuti, so you’ll know you’re in reliable hands.

However, this also means that their services can be expensive.

Pros

  • Long-established law firm
  • Wide range of immigration services
  • Knowledgeable in property and tax laws
  • Works with businesses and private clients

Cons

  • Expensive services

Our experience with Chetcuti Cauchi has been exceptional

“Our experience with the team at Chetcuti Cauchi has been exceptional. They have delivered comprehensive, step-by-step guidance throughout our Maltese permanent residency application.

Communication with our senior executive contact Betty Li Xue, and her manager Valentina Lozanova, who is overseeing our PR application, has been prompt and our queries have been answered with succinct clarity. Collection and submission of all documentation has been handled with timely precision.

As part of our tax advisory and pre-immigration planning exercise, Magdalena Velkovska, director of private client tax, has taken a proactive, practical approach to our personal situation. Through her strategic thinking, counsel, and connections we have gained invaluable information.

Overall we found this team at Chetcuti Cauchi to be personable, knowledgeable, and highly organized offering a seamless experience and instilling confidence throughout the entire MPRP process. We look forward to our continuing relationship with them.”

At Residency Malta Agency, they mainly focus on the MPRP (Malta Permanent Residence Programme MPRP).

Their programme works through a four-tier due diligence process that is rigorous in selecting fit-and-proper individuals for permanent residence.

The steps clients follow in their process include ensuring they have enough money for an investment property. Additionally, it’s best to have enough money for a government contribution or a donation to an NGO, which can easily increase the likelihood of success.

They’re also great for the Nomad Residence Permit, which is perfect for those working in other countries while staying in Malta full-time. This is best for EU citizens, but I’ve heard of some American clients who were accepted for this.

Clients have commended the team for the responsiveness and professionalism throughout the entire process.

While I am disappointed that they’re located in Qormi, a difficult city to reach, their services are well worth the trip.

Pros

  • Focuses on the MPRP
  • Rigorous application process
  • Offers Nomad Residence Permits
  • Responsive and professional team

Cons

  • Difficult location to travel to

They were very proactive in reaching out

“Wonderful experience. I thought the entire visa process was manageable, and they were very proactive in reaching out when they needed something. I had my biometrics in the office last week and it was easy to get to, and a very quick appointment. The offices are clean and even have a cappucino machine and biscottis (score). The staff were very nice and efficient. A good experience indeed.”

Professional, sophisticated, and quickly responsive

“The most professional, sophisticated, and quickly responsive body I have ever seen in my career. I have recently applied for one of the residency programs, and the way this body has been responding is incredible.”

Attard Baldacchino is great at offering reliable residence and real estate services to those looking to relocate to Malta. His office is located in Ta Xbiex, and he provides services to individuals in their respective fields.

Clients work closely with Dr. Russell Attard Baldacchino, a licensed agent, whose advice is quite reliable. It’s fairly easy to get an MPRP (Malta Permanent Residence Programme) with him, and he even offers a free 30-minute consultation to first-time clients.

He lays out the eligibility and requirements beforehand so clients can prepare and choose what is best for them. The application is simple, and he handles all the legal paperwork, so clients can focus solely on their application.

Aside from this, he can also help with the new Malta Startup Residence Programme. It is ideal for non-EU entrepreneurs looking to establish innovative businesses in Malta.

However, this agency charges significantly more fees than other services.

Pros

  • Led by a licensed agent

  • Provides MPRP and MSRP services

Cons

  • Too many additional fees

Immigrant Invest lays it all out for clients, allowing them to pick and choose the type of residency that best suits them. They can apply for Permanent Residence by Investment status or for naturalisation-type Malta citizenship.

The application process with them is fairly short, only requiring 3 months to 3 years, depending on the specific type of citizenship.

Uniquely, they’re one of the few that provide expats access to Malta citizenship rather than just typical residency. This is best for those looking to travel the world, as it gives access to 169 countries.

Aside from that, they offer real estate services, which is one of the notable criteria before applying for permanent residency. Additionally, their services are done through a licensed agent, so clients can feel safe in trusting them.

Despite these great services, it can be difficult to contact them since they work with quite a few clients at once.

Pros

  • Wide range of services
  • Uniquely offers Maltese citizenship
  • Short process
  • Offers real estate services

Cons

  • Difficult to contact

I wholeheartedly recommend Immigrant Invest

“If I had the chance to use their services again, I definitely would. It’s rare to come across such dedication to the job. The attorneys are highly knowledgeable and know exactly how to navigate the whole MPPR process. Julia was thorough and a pleasure to communicate with from beginning to end. I wholeheartedly recommend Immigrant Invest to anyone looking to move to Malta permanently.”

The support I received was excellent

“The Malta citizenship by investment program offers great opportunities, and the support I received was excellent. The team was efficient and provided clear guidance throughout the process. My only critique is that some parts of the application felt a little complicated, but the team was always there to help.”

Belgravia Advisory’s team of lawyers is focused on providing exceptional immigration services through their knowledge of immigration law. They’re up to date with several emerging laws in Malta, including the rising AI law.

Residency with them is easiest for EU and EEA nationals, and their process is straightforward. However, non-EU nationals may find the process more complex.

Nonetheless, they are also great at aiding in citizenship applications through naturalisation. Aside from that, as a law firm, they can provide reliable legal advice on VAT and tax summons.

Additionally, they offer corporate formation services to help establish a presence in Malta. Several clients have used this service to great effect and have now become citizens through the agency’s entrepreneurship.

But the problem is that if you ever need to change the citizenship you’re applying for, you will incur additional fees.

Still, they are located in Pembroke, which is easily reached by public transport and a short drive from the capital.

Pros

  • Easy to access location
  • Knowledgeable about Maltese laws
  • Wide range of immigration services
  • Offers corporate services

Cons

  • Additional fees for changes in the application
